NVENC use stutters between 2 frames freezes.

So I've been scratching my head on this for a few days. If I stream or record using the NVENC codec the audio works completely fine but the video freezes on 2 frames and constantly switches between them. There's no indication within OBS that something is wrong. No error reported and nothing readily apparent in the logs.

I can stream/record completely fine using x264 but as soon as I switch to NVENC it has issues.

I ran furmark for 30 minutes on the card to see if it was having rendering issues. Temps and FPS were fine and never stuttered at all.

I'm at my wits end. I've tried testing the card, re-installed windows, re-installed drivers, taken the card out and tried it in another system. I have no idea what else I can try. Any advice, ideas, anything would be a massive help.

Hmm. Your logfile shows one successful stream with no issues, and one with the specified error.

My recommendation would be to do a safe-mode GPU driver uninstall using DDU (NOT their 'driver updater', just the clean-uninstall!) and then install the latest nVidia driver package. If you're using the install-over method, it could be leaving some bad files behind.

More worrying is that it's occurring even when the card is in another system (I assume?) which would indicate that the NVENC core itself is failing. It's a separate part of the GPU die after all, and silicon is subject to failure. If the card works fine in the other system, DDU may help get you fixed up.

Thanks for the recommendation, Just DDU'ed and reinstalled drivers. Issue is still present. This card worked in another system (that's not to say that it still will, might have to try that again if I can get a test bench worked up.
To demonstrate the stream log from the first post. Here's a clip of the channel where you can see that the frames just stuttering between two frames (look at the bottom right at the stuttering guy)

Audio works completely, OBS's preview works perfectly and the only reason I know something is wrong is because I have my own stream open. OBS never registers a problem.

I tried recording as well and this issue is present there as well. I'm at a complete loss as to how to fix this.
I'll try rotating the gpu out for another 1080ti I have sitting around and see if it works.
 
Do you have another example from a game capture, window capture, or video capture device?
StreamRaiders' overlay bug browser source has been glitchy lately (I play too) and can freak out from time to time. Could it be that browser source having an issue? If you switch scenes, does the issue stop happening? If so, force-refreshing the cache for that browser source from the properties could fix it, or manually purging the cache (though that's a bit more complicated) to nuke-and-pave. You might also try disabling browser hardware acceleration in OBS to see if that might be causing the issue.
