Question / Help NVENC Starting the output failed. Drivers up to date, doesn't seem to notice GPU

I've been having this issue for a week or two now that has forced me to use X264 instead of NVENC. If I do a re-install of the drivers it seems to work briefly. The log file seems to indicate that I don't have an NVENC capable device. I have a GTX 1070 that otherwise has no issues and has worked perfectly fine with NVENC the entire rest of the time I have used the OBS Studio software.

Please help, I don't want X264 taking away from my CPU. It's worth noting that I stream downscaled to 720p at 3000KBPS while also recording at 1080p 6000KBPS locally. I cannot start either streaming or recording with this problem individually unless both are set to X264

You already have apps using all the NVENC sessions, disable Shadowplay, Game DVR, etc.

Thank you. I figured it out. I don't have any of those enabled so I slowly closed apps one by one.

The culprit was Viveport, the subscription VR service thing. Seems that it must be using nvenc even when no games are running? I'll just have to stop it at startup and make sure it's closed before streams.
