Question / Help NVENC Recording ,skipped frames.

So ,i'm trying to record R6S ,but no matter what settings i use ,there's always going to be about 0,8% skipped frames (sometimes even up 2,5%).
I tried a lot of settings ,i tried almost every value of CQ above 20 (reaching 30 ,and yet the problem persists ,in the best cases getting 0,4 skipped frames ,but other times randomly going to 3%). I tried CBR with values from 8000-18000 ,same results ,or even worser sometimes. I noticed that in one video with CQ level of 30 i got 5% skipped frames ,but when i put 20 CQ i got 0,4%. So i guess these skipped frames could be completely random.
I'm trying to record 1080p ,60fps. The game is set on high so almost 2GB or VRAM are available for OBS.
My rig :
-FX8370-E
-16GB RAM
-GTX 970
PSU provides me 650w (FSP Raider).
My questions are : Are these skipped frames normal so i should get used to them? If not ,what could i try?
Would a second GPU help ? For example ,i could buy an RX560/GTX 950 and put it to encode while GTX 970 is handling my games ?
