Nvenc recording is lagging

Hi,

for a while now I have problems recording and streaming (it worked fine before on this mashine).
I see a small lagg (not freezes, but it feels like the FPS is bouncing around 30-60fps all the time, its hard to describe) in my recordings and streams.
I try both x264 and Nvenc, both with the same result, although I rarely see any scipped frames in OBS. The video is always kinda laggy, even if I record in low settings, or set my games to low. It does not change the outcome of the video file. 480p, 720p - low bitrate etc. I tryed everything but it always is the same.

But when I record with Shadowplay, everything is buttery smooth and as it should be. And as it was before, even on my old mashine with OBS that was not nearly as powerfull as my new one.

Game is on maxmimum low settings (but it honestly doesn't matter what settings I turn the game on, the result is always the same).

Same comes for streaming.
x264 Streams work "ok" - but not as smooth as it was like a few months ago, I always see some kind of drag/lag. So I tried streaming with Nvenc.
Streaming with Nvenc is horrible and it does not matter what settings I use, even 480p Streams do lag badly. Although OBS Studio has a better result for Nvenc streaming then SLOBS. SLOBS is an absolute mess when I try to stream with Nvenc (like 10 fps lagg fest) in every possible quality setting.
Something is not right, but I don't know what it is.

Same exact problem, except I use x264 exclusively. (well, not exact. No 10 fps lags, but DEFINITELY sub 60) I've tried literally everything I can think of. Most recently removing all other game captures from my scene other than the one I'm using (Sekiro). Capture still seems to randomly drop to what looks like anywhere from 30 - 48 fps.

I've had this problem for as long as I've streamed, and to be honest, watching Twitch, it looks like basically everyone else does as well.

I've read other threads claim this is a "placebo effect" and that I'm just used to over 60fps, but this is not the case, since Sekiro is capped at 60fps. The video is 100% not nearly as smooth most of the time.

Monitor is set to 60, game is V-synced, used GPU-Z to check video card usage which never went above 60%. Any help people can offer would be greatly appreciated. Log here. https://obsproject.com/logs/K8eCQRil1ZM1WQDa

EDIT: Decided to read my own log. Looks like I had Game Mode on in Windows. (wut? Could've sworn I turned that off ages ago) Short test seemed better, but still not perfect. Frame drops were less frequent, for sure.
