Bug Report NVENC (new) settings not actually changing the encoding GPU

I'm having an issue where I can't actually change the GPU that NVENC is using when I am using the "NVIDIA NVENC H.264 (new)" encoding option. If I switch to the old NVENC encoder, everything works fine. It seems like it still checks if the GPU number is valid (if I put in GPU #7 it says that it can't start a NVENC session, but 0 and 1 work on a dual-GPU system). It consistently just encodes on whatever GPU OBS picked as primary.

Turing NVENC only works for Turing-based GPUs. If you have a Ryzen 9, use x264 at medium or fast.

You can use NVENC(new) only with the GPU OBS is running on. Since you connected your monitor to your GTX 1070, this GPU is in use, and OBS is running on this. Your shiny new RTX 2080 Ti isn't used at all, neither by OBS nor by any other app, because you didn't connect any monitor to it.
