NVENC HEVC Streaming issue

Hey guys, so whenever i try to use the NVENC Hevc codec on obs, my bitrate drops massively, averaging only 100kbps, and it stays in that range. However i revert back to NVENC x264 my bitrate is back to its defined value (8000kbps) and there isn't a single network frame drop, it seems that the bitrate only drops when the encoder is set to HEVC, any ideas about what might be causing this ? Thanks.

PS: NVENC HEVC is supported on my GPU since it runs a Turing Encoder (1660 Super)

What are you streaming? Filler data isn't enabled for HEVC, so if you stream a black screen (or other static content) it will only use the bitrate necessary for that.

I see, i didn't know about this filler data thing, and yes i was streaming a black screen to test, i was a bit confused since the bitrate was normal with h.264 codec whereas the HEVC one wasn't. That being said thanks for clariyfing, appreciate it.
