Bug Report NVENC dropping GPU Power state

NVENC causes nvidia GPU to drop to a lower power state which lowers the memory clock.

I just updated to 0.14.1 and tried out the NVEnc encoder and noticed that my GPU is going into a lower power state when recording (similar to running compute tasks such as projects in BOINC). In the following screenshot, recording was initiated in the light highlighted areas.

Has anyone else noticed this? I don't know if I am searching for the wrong terms but am not finding anything here.
Is there a setting which would be causing this or is it an OBS Studio issue?

System:
Win7
3570k
980ti
32GB Ram
5760x1080 surround (recording cropped, 1920x1080)

Lower power state always hit the core clock. I think, it is better to ask NVidia about it's encoding technology.
Are you running overclocked video card?

Personally I have OBS to always run at maximum performance in the NVIDIA control panel... If I don't do this the recorded footage is usually full of skipped frames.
I just did a test and I don't see the same behavior on my end. What happens if you try to run OBS with the 'prefer maximum performance' setting?

Maximum performance is what it sounds like. The GPU otherwise will try to scale its power draw to what the game actually needs. There has been issues with this (though very rare in the amount of games) where performance is hindered with "adaptive' settings. This would be indicated with some 'skips' in gameplay or general less than ideal responsiveness in gameplay. This isn't an OBS setting exactly, but rather how the video card is handling work load.
