Question / Help Nvenc Bitrate issue

Good morning,
For some reason when I was streaming last night using Nvenc as the encoder my bitrate was suddenly dropped to about 1/2 of the settings I am inputting. If I use x264 the stream will match my bitrate settings but when I switch back to Nvenc it is reduced once again. If I double my bitrate setting for Nvenc it will produce my intended bitrate. For example if set to 5000 bitrate I am getting around 2600 but if I set it to 10000 I will get around 5000. I have researched this and am unable to find any answers. I did make sure enforce streaming service is not checked. This is happening to me on Twitch and also Youtube. Here is a current log file, any help would be greatly appreciated.

1. please turn off rescale output (this uses your cpu to downscale and also does not apply the downscale filter in the video tab).
2. maybe turn the "level" from auto to 5.1 and see if that helps your half bitrate issue.
3. if you have "enforce streaming service encoder settings" checked then uncheck it and see what happens.

There is no solution, CBR on NVENC is not quite CBR. If the image complexity increases, the bitrate will also increase.
