Question / Help Not Your typical Encoder Overload... And it fixes when I restart my computer

Hi everyone,
So I know that with encoder overload, I need to make my settings less intense for the computer, but I started getting this issue recently where it fixes if I restart my computer. I bought a brand new HP Omen laptop with 32 gigs ram, an SSD and a HDD, i7, and a graphics card.
I didn't have this issue running an older version of OBS (around 20ish I think) or on my older pc (from 2010).
(Basically, I'm saying the settings are generally fine).
Camera is a logitech c920.

It's really bothering me since I'm not streaming- just recording and it seems to fix itsself whenever I restart my computer. It's quite annoying to have to do this because after an hour or so of up time I need to restart again if I want to record.

Not really much to go off of from the log files -- that's barely a couple seconds of recording. At least have a minute or two to let things stabilize. Right now it's impossible to determine whether it's truly encoding lag, or if it's actually due to rendering lag.

Besides that, have you checked your active processes for CPU/GPU/RAM usage? There could be a rogue program eating up resources in the background.

This log is not complete (it end's, when the recording starts).
Also it's kind of unclear, why you use display capture and 1080p webcam in a 1080p canvas. If you record a game, use game capture and if you don't record only fullscreen webcam, than turning down the webcam resolution is recommended to reduce USB and CPU load.

I use the 1080p resolution, but cover the bottom portion with a horizontal strip of a display capture. It's not a game, but I've never gotten game capture or window capture to work correctly. They just end up with a black screen.
As you can see from my previous comment though, the cpu usage is pretty low.

Can you use the new NVENC encoder (1660Ti is turing, so it should be available)?
Also get GPU-Z and monitor your GPU load. Maybe the GPU is pegged at >95%, which would explain the rendering issues and maybe even the massive encoder overload.
I would update your windows 1809 to 1903 and then try running OBS as administrator, as it can help with the GPU resource priorities.

It looks like it is the GPU load. I tried again with task manager open and the GPU spiked when I was recording, OBS started to draw a lot, but
so did the desktop window manager. I tried to run as administrator, but it didn't help.

Any suggestions on how to fix this? It works perfectly fine when I just start up my computer. Is there a setting to have OBS use the integrated vs dedicated graphics?

How do I update the windows to 1903? Windows says it's up to date.
