Question / Help Not The Best Quailty

So I have a laptop with a i7-6700 HQ, GTX 1060, 16 GB's of ram, and I believe OBS is downloaded to my 1 TB 7200 RPM hard drive. I've messed with the settings a while ago and they work fine, but the quality isn't where I want it to be. Its decent, but not the 1080p 60 FPS I would like. Could someone please help me out so that I can record better videos.

More on this btw, I just recorded a Rocket League and a lot of the time the video gets quite choppy. Does anyone know why this is happening?
 
So I found a fix for now, but I would like a better fix for the long term still please. If I turn on VSYNC, there is no problem at all. There are a couple studders here and there, but overall a lot better. When I turn VSYNC off it gets better again.
