So when the new update happened back in june i tried streaming and i set the fps value to 60 and when i was in game the game was being outputed to 30 or below 30 fps. I have no idea why this is happening sometimes it works other times it doesnt. I did try and go back to the old version (19.0.3 i believe) and the same thing happened. This doesnt occur on every game but it does such as (Rainbow 6 siege, PUBG). I would like some help fixing this issue if this is possible.
My components:
i7 5820k @3.3 Ghz
gtx 970 4GB vram
16 gb ram
2TB HDD
240GB SSD

We'll need a log from OBS that shows a streaming attempt, but the likely cause has nothing to do with OBS. Theis kind of issue means that you're GPU is being overloaded. Make sure you're capping FPS in the game and something that your PC can hold stable.

Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

You need to provide a log if you are still looking for more assistance. Watching a VOD tells me nothing, and screenshots of OBS are not useful.

Instead of changing settings you don't understand, please follow the directions I sent you to provide a clean log file.

"Help > Log Files > Upload Current Log File. Copy the URL and paste it here."
Look at the top tabs of OBS.

From your log:

Code:
18:32:32.766: [game-capture: 'Game Capture 2'] d3d11 memory capture successful
18:32:32.780: [game-capture: 'Game Capture 2'] memory capture successful

This means your turned on multi-adapter compatibility in the game capture properties. Turn it off, and I'm willing to bet things will work much better for you.

It was off before i posted this thread i turned it on saw that its not better with it turned on and turned it off and now it works I also ticked the limit capture frame rate and it was better. For now it is ok but if any other problems occur i will post about it again if that is ok

From the log you posted, you were still overloading your GPU:

Code:
15:14:30.488: Output 'simple_stream': Number of lagged frames due to rendering lag/stalls: 351 (20.9%)

Rainbow 6 is known for being a poorly optimized game, so make sure you're capping FPS in the game at something that your PC can hold stable. The 970 appears to be just too taxed to handle rendering the game, OBS, and encoding all at the same time.

I was having the same issue. My game ran at 60fps or even higher while OBS only showed around 15-30fps. The problem came when I got my new graphics card. Turns out all I had to do was plug my DVI/HDMI monitor cables into the graphics card rather than the mother board!
