Not for live, just recording.

Hi, it's my first time on the forum, so I'm sorry if the post is in the wrong place ...
I have a PC with Ryzen 3 2200G, B450, RX 580, 16gb ram, nvme m2 256gb, hdd 1tb, and full hd monitor. My pc runs very well in GTA V. NFS Heat in ultra at 60fps (vsync).
I know that if I want to record I'm going to have to spend some more money. So I would like your opinion on the best way to record with more quality (1080p 60fps?)
There are 3 options I'm looking at.
2 models of standalone capture cards, or an upgrade on the pc.

1) upgrade on the cpu for a Ryzen 7 1700 or 2700. gpu for a GTX 1060 (because of nvenc).

2) Capture plate 'A', standalone. Records to sd card (0% cpu / gpu usage) 1080p 60fps with quality:
"H.264 MP4, Maximum 22Mbps".

3 'B' capture card, standalone, writes to sd card (0% cpu / gpu use) 1080p 60fps, with quality:
"H.264 avchd high definition video encoder
Frame rate: up to 60 frames per second
Recording date: from 1 to 16 mbits / sec. Standalone recording date: 2 mb / sec to 8 mb / sec
Recording format: TS ".

Which setting would give the best video quality?

Edit:
The correct quality of card 'B' is:

  • H.264 AVCHD high definition video encoder
Frame rate: up to 60 frames per second
PC connected recording datarate: from 8 to 50 Mbits/sec using Hauppauge Capture
    Standalone recording datarate: 8Mb/sec, 12Mb/sec and 20Mb/sec
Recording format: TS, MP4 or M2TS (PC connected )
