You must change your security settings after upgrading to Mojave if you want to see your cam again Hope this helps someone else.

I'm using Mojave 10.14.1 and OBS latest which right now is 22.0.3.

Otherwise this is what you'll see after you are finished upgrading to Mojave:

I already did what you suggest and I still do not see video since I upgraded OS Mojave
