no "usb video" in source options

i am trying to connect a vcr to a computer to save some old videos. I have a video capture card and an RCA to HDMI converter (both links below for reference). When I connect everything directly to the monitor (or a TV), I get picture and sound. When I connect it to the computer, open OBS, and try to choose a source->video capture device, I only have "obs virtual camera" as an option. I get a popup in windows when I connect the usb cable that the usb device was successful. Anyone know what I can do to get it to recognize the usb video?

It's possible that the device you bought is not UVC-compliant, and relies on its own software to interface with the device.
Alternately, you may need to allow OBS to access your camera devices in the application permissions section.
It could also be a defective unit.

Does the device show up in any other webcam-using software like Skype or Discord? First step is figuring out if it's the device itself.
