Using AMD HW H.265 HEVC encoder from Ryzen 7600's iGPU with VBR at 35000 kbps, Quality preset and 1080p60 (no rescale).
OBS Process Priority set to High and was run as admin.
Everything else is default.
I have a dedicated GPU without an encoder that's why I used the iGPU for that job.
I recorded the video on a separate HDD, Game wasn't lagging and OBS didn't show any skipped/missed frames.
OBS Stats window was reset just before recording.
Encoder was at about 30% utilization.
Lag/Stutter/Choppiness of the video seems to happen on an interval of ~15 seconds and its most noticeable right after 3:29 mark.

I didn't realize this issue until I uploaded it so I don't have any logs for this exact video.
I'll attach the log from a later video where I was able to reproduce it with the same game and same OBS settings.
I'll also attach a screenshot of the OBS Stats Window that I had taken right after I stopped recording.
