Use 720p @ 30fps, 3000 kbps is not enough bitrate for 1080p 60fps

@Osiris I figured it out! So I have a really good PC so I just up'ed the bitrate to 6000, Changed scaled res to 968, then switched back to NVENC instead of Software, working pretty fine! Thanks for that info Osiris! It made my brain open up a little more!

Twitch doesn't like it when you go over 3500 kbps.
