Error: obs encoding overloaded consider turning down video settings or using a faster encoding preset

Using OBS to Facebook Live Stream.

I have a Samsung Laptop and OBS was working fine. Tuesday I did a FB Live Stream and noticed background feedback. I found it was coming from my fan. I used Samsung's software make it silent. At the sametime Samsung's software showed me there was a bios and video driver updates available so I updated them. Afterwards OBS stopped working giving me the error above.

I went through all the checks, bitrates, the scaling was already at 720p, etc. and nothing is working to fix the problem. I have attached the last log to this post for review.

Apparently quieting the CPU fan disallowed the CPU from using its full potential so it wouldn't overheat. Returning the fan to operate normally allowed the CPU to function normally. I'm using a mic now so as not to pick up the fan sound in the background off the laptop.
