no frames skipped or missed in the log but my stream is not looking smooth

I started streaming recently and something that is bothering me is that my stream is not looking smooth even when obs is not registering any frames drops or encoding issues. The I'm streaming is Street Fighter V a fighting game that is locked to 60 fps. I have not problems with ingame fps, it's always locked at 60 fps with no drops and looks smooth. I think is something with the frame pacing as there are not frames missing. My cpu usage is around 20% and gpu 25% when playing this game (is not a demanding game).

For example in this video, what I consider not smooth and looking weird is at 3:10 to 3:38. And looking smooth again at 3:40 (when my character throws a fireball).
I want the game to look that smooth everytime.
Thanks in advance. I recorded this with the same settings I use to stream.

Lower your monitor refresh rate to 120hz and try recording again. 144->60 is not a direct conversion and will always result in incorrect frame timings, which may be manifesting itself in how OBS is capturing frames.
