Question / Help No frame drops but choppy stream

Hi, I'm a semi new streamer and I am having an issue with my stream being choppy. I drop almost no frames (59 in a 2+ hour stream) but when I look at my preview window, and at my stream, it is choppy. Could someone please take a look at my logs and maybe suggest a fix? I think the system specs are in the log, but just in case-
-i7-7700K
-MSI Gaming X 1070 (2)
-32 gigs Corsair ddr4 ram

My isp speed is 150 down/10 up

I have tried:
-reducing my bit rate from 3000 to 2500
-Changing my downscale from 32 to 16
-tried x264 and NVENC
-tried all encoder settings
-fullscreen and windowed fullscreen
-adjusting in game settings
-few other things I can't remember
 
Could you test if your OBS has reduced frames while the game is in focus? I'm having the exact same issue.

At the bottom, it displays the fps of the stream, should be constant, but mine drop to 15 when in-game, while the game is unaffected.

My frame rate was fine. I managed to fix it by turning the fps from 30 to 60. For some reason my computer just doesn't like to cooperate at 30 fps.
