No Encoder settings for Intel Arc GPU

Just bought an ARC card to mess around AV1 encoding and I noticed that there are no encoder options when setting it up to livestream to Twitch. Can't even set the bitrate. This is remedied when the output settings are changed to simple. Not sure if this is a bug or not. Just wanted to report

This usually means the encoder isn't actually available, if you select another encoder like x264 you will see the QSV vanish. Probably due to drivers or other issues initializing QSV.
