I have done some research before posting and read the log to see that there is a ton of encoding lag going on i believe? Not sure how to fix this and this recently has only been occuring. Before this week my stream was running smooth now viewers cannot even watch me due to this issue. OBS shows 0 dropped frames each stream any help would be greatly appreciated! Thanks

Your log says, that there are dropped frames.
Turn off Win10 GameDVR and check your log file.
11:14:36 PM.189: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 10695 (2.8%)
11:14:36 PM.189: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 524 (0.1%)
11:14:36 PM.191: ==== Streaming Stop ================================================
11:14:36 PM.201: Video stopped, number of skipped frames due to encoding lag: 89017/387988 (22.9%)

Some GPU overload, a lot of CPU overload and some bandwidth problems as well.
Not sure, if the CPU overload is coming from the x264 encoding, or driver problems with the capture card or even one of the browser-sources.
