I am very new to OBS and have an audio issue. I am sending audio to the PC via an external USB device. If I run OBS and select the USB audio device, OBS does not "hear" the audio. If I terminate OBS, run Cool Edit Pro, start recording with Cool Edit, then start OBS, now OBS hears the audio. If I terminate Cool Edit the audio still shows in OBS. If I terminate and restart OBS, it will not hear the audio. I looked at Settings - Audio and there is no difference between the working and non-working conditions.
