I downloaded and installed OBS to my Windows 10 PC. I started to follow instructions in a tutorial now I would like to start over. What should I do to delete everything? I would like to run the system assessment tool.

You can create a new Profile, and a new Scene Collection from the menus at the top to clear all changes and start 'fresh'.
Alternately, you can just go to the Tools menu, and use the Auto-Configuration Wizard there (I believe that's what you really mean to do).
