New To Video Capture.

HI I'm Sam I have about 100 tapes to capture most are the (I think) TC-30 type of cassette. I have the VCR adapter that they go in so they can be used in a standard VCR. Before I start I want to know a couple things. I have high end computer hardware to do this with so I'm not worried about CPU usage or bit rate, 32G RAM and 8 core CPU, GeForce 3060 RTX.
Do I need a Television or would a monitor work?
Do I even need a TV would just a laptop screen work?
The "What's in the box:" shows a USB power adapter, is that needed ?

It will probably answer most of your questions and tells about the important resolution settings for the capture device and in OBS you didn't ask yet.

The use of a TV/monitor depends on your capture device. In general it's not required, as long as you manage to get an image from the capture device. It might help in case troubleshooting is needed.

Additional remarks:
The first recordings you do will be awful. They are broken, distorted, wrong. You will see this halfway through your tapes, because you learn to improve while you do recordings. There are so many settings and so many things to handle, you cannot do it good right from the start. Don't hesitate to record your first tapes again. Start with your not so important material, and record your most important material last.

If you plan to postprocess your captures (cut, color filter, resize, ...) do it as additional step and don't use OBS for this. Within OBS, do a raw 1:1 master recording from the tape without filters and resize. Then use an additional postprocessing software for editing afterwards. Capturing from tape requires realtime and tape handling, while postprocessing an already captured video file is much faster, so you can postpocess it as often as you like until you are satisfied with the result.
