I am very new to this whole arena.
I am running the most current version through a mirabox capture box. I was under the impression I could use this capture box as a hardware video encoder. I would prefer to do this rather than a software encoded video as my pc isn't super strong.


I am doing this to live stream a church service and don't have a lot to invest in getting this up and running.

OBS cannot use on-device encoders for stream/recording output encoding. They're proprietary on things like Elgato, AverMedia, and Mirabox and will only work with their own software; they don't allow OBS access to them, and are generally a very poor quality encode anyway.

As qhobbes said, your best bet is to use QSV, but that CPU should be able to swing 720p30 on x264 Veryfast without any problems.
If you have a semi-modern nVidia graphics card in the machine, NVENC may also be an option, and will be much better.
