New Rig same CPU 13700K no Intel quick sync

Hi, So I had to get a new rig built long story I do not want to go into. It has a gigabyte Aorus Master z790 mobo and a 13700K. The IGPU on the CPU is activated yet I see no intel quick sync option in OBS. I had it on my old rig with the same CPU. I've not really streamed before but may get into it.

Any ideas?
