Question / Help New PC No Sources High CPU Usage

I just recently upgraded my computer.

GTX 1080 TI
i7 8700k
16Gig RAM
Windows 10 64 bit

Got the Newest version of OBS installed and noticed I'm Idling at 35% + CPU usage with no scenes. On my Old rig an i5 2500k and GTX 660 i would idle at about 12-15% CPU usage. Is there a conflict with one of my drivers or within Windows 10? Only Difference between the systems is Windows 7 vs Windows 10 and the actual hardware.
