What would be the better pc to buy to stream with
I have the choice between one of them

streaming csgo and rocket league

How is that even a comparison?

Intel is MUCH better then the AMD CPU.
an RX460 beats up an HD7770.
Even if you don't need it, more ram is better.

Easily the first system you listed is better.

The real question is: Can the GTX660 play the games you want at the fps you need?

I was wanting to play rocket league/csgo at like 50-60fps

It should be able to handle CSGO. I have no idea about Rocket League though.

For Rocket League, disable ambient occlusion, depth of field, and bloom. I used to have a GTX 750 Ti (which is close to the power of the GTX 660) when I played Rocket League and its performance wasn't hot on max settings and will affect the frametimes on OBS. Don't forget to apply the FPS cap in Rocket League.
