Question / Help New PC configuration

Hello everybody, I need to configure a new pc only to stream volleyball matchs on Facebook with a 400-450 euro budget.
We will use a 1080p webcam (logitech c930e) scaled to 720p due the Facebook streaming restrictions (720p MAX 4000kb/s).
The question: Do we need a dedicated VGA to stream (maybe to scale from 1080p to 720p)? We don't have a monitor yet, so we can buy a 720p/1080p one (not included into the budget).
Because if we need a VGA we'll buy an i3-6300 based PC, if not we'll can buy an i5-6400 based PC.

If by VGA you are referring to a dedicated graphics card then no. As long as your CPU has integrated graphics and your motherboard supports CPU integrated graphics then you are fine. (Obviously you need to have some type of graphics just for the pc to run)

Always use the studio version the classic version is way old and outdated.

Ok thanks, so I can buy an i5-6400 PC without a dedicated grafic card for my streaming :)
Do you think that this I5 will be enought for a 1080p streaming (maybe facebook will permise this in future)?
How can we stream on Facebook and YouTube at the same time? This mean double work for The CPU?

You probably won't be able to stream to 1080p using x264 which would give you the best compression. But you should be able to stream at 720p with x264. You could get 1080p with quicksync probably but that would have terrible compression quality and it would probably look really blocky.

As of right now you can only stream to one service at a time. I have heard that it should be added someday. There are work arounds but I am not familiar with any of them.
