Question / Help New CPU, frames dropping everywhere

I just bought a new Mobo/CPU, a MSI Z370 and I7-8700k Oc'd to 4.8 ghz respectively and the few streams I have had since seem to be hemmoraging frames, anywhere from 25-55% of them die.

I have tried changing my settings anywhere from 2000-5000 bitrate, 0-2 keyframe ints, turning on various profiles to no avail.
