Question / Help New computer lags obs, old one didn't

I just built a new rig, and I am having problems with stuttering in obs. It happens when recording, but it also happens in the preview as well.

My computer specs are
Asus prime 270-a
intel core i7 7700k
16 gigs of g.skill ripjaws ddr4 3200 memory
ssd for windows
same 2tb hdd I was recording to w/ my i7 930 w/ no problems
same msi gtx 970 I was recording to w/ no problems

any help would be great. My channel will be stagnant until this is figured out.

There is nothing in your logfile upload that shows any issues, can you do another video and logfile upload where you can see stuttering as I unfortunately cannot see any issue on the very short video you have linked. A good example video to display/showcase settings is generally at least 1 minute long, (Better towards 2 or even 3 minutes if having hitching/fps drop issues in random places) with constant game play as you would do normally.
