New 2 PC setup with black screen

I had a 2 PC stream setup and my stream PC took a dump and decided to use my old work laptop as a replacement before I go out and build one. I have a issue where I get the black screen with the red box in the corner. I have spent many hours going though the form and trying all the different solutions.

Steam PC is an Intel i3 w/ Windows 7 and the source PC is an AMD Ryzen 5 3600 w/ Windows 10. I normal use a gigabit switch but I also tried with my gigabit router. I have the latest OBS and NDI plugin. Is my laptop not strong enough or am I just overlooking something?
