Network Frame Drops - ISP Claims Good On Their End - Log Included - Is It on My End?

I have been having problems with dropped frames only on the Network end. Encoding/Rendering are usually zero as you can see from the screenshot below.

However the Network frames are very intermittent. It can be stable for 2 hours and then tank out of nowhere and never return to stable that day.

It also will occasionally run stable with 0 Dropped Frames for 4 or 5 hours but those are more rare. I am trying to figure out if the issue is on my end or the ISP.

I have Comcast [1 gig unlimited internet] [900 down and usually 40 up] and they claim everything at my house is perfect. I use Norton for antivirus and I don't think the firewall is interfering with it. Any help would be greatly appreciated. Log File is below. I'm going crazy with trying to fix this.

My next step would be to switch to AT&T fiber unless someone spots something of interest on my end.

Dropped frames due to network are always a connection issue somewhere between your computer and your chosen streaming service. The problems may not necessarily be in the "last mile" which is what MOST techs at internet providers check to the exclusion of all other steps.
