Need some suggestions to improve latency for ultra low latency live streaming

I have been testing a few different settings to try to lower the latency as much as possible (on youtube ultra low latency setting), at this time the best I get is 5 seconds delay, but I heard people can get to 3 seconds delay or even better.

What I am streaming is a live stock chart in which only very small potion of the picture changes. Picture quality is not a big concern right now so I set bitrate to 3000kbps, but I do need it to be 1080p and clear enough for viewers to see the moving price and candle stick bars (to give an idea I also attached a picture below).

Attached also below is my current settings for streaming(I can attach a log if needed), I am not sure if any other settings can be improved for my specific situation, for e.g. keyframe interval, profile, etc, do any one see opportunities to improve? BTW the FPS is set to 30fps and audio rate is 128, and my computer is using ethernet cable instead of wifi, the download and upload speed are both more than 200mbps.

I was researching the "keyframe interval" parameter, it feels like I can increase this value? since for most of the time, the only change on the screen is the last bar, in above example, it is the bar # 59.
