I think I may have made my settings TOO low. I'm getting odd readings off my graphics and memory usage.

Alienware 17R3
32mb ram
Gtx 960s
Quad-core I7.

I've tried everything.

I think something hindering me is the fact that the laptop is 4k, but I messed around for hours and ended up changing it to 1080. Using obs to stream league.

The graphics card is not powerful enough to provide 4k resolution with every game, only for games with not demanding graphics. You will probably be better off if you play your game with exactly half of that resolution (1920x1080). Use this as canvas resolution in OBS and either play your games fullscreen with that resolution or if you play them windowed or windowed fullscreen, additionally set the Windows desktop resolution to 1920x1080.

To get a basic and working encoder configuration, use in OBS Tools->Auto configuration Wizard
