Need help :(

I need help, I have had this problem for 2-3 days now. My bitrate dropped all of a sudden. I did not make any changes on my obs settings, nor did any changes on my system to cause this. Any tips? https://obsproject.com/logs/Q8eqtyj8zFfCdo7o

1. Rebooted router couple times already
2. Reinstalled OBS
3. Reinstalled a previous version of OBS
4. Lowered my bitrate
5. Flushed DNS Cache
6. Changed LAN cables
7. Reset stream key
8. Changed connection from LAN to Wifi but bitrate only goes up to 15,000-16 but still fluctuates all the way down to 5,000
9. Hard reset my router
 
quick check...streamelements... ugh... first thing I'd do - run OBS Studio in Portable mode with NO streamelements and test
then you have LOTS of sources, and lots of CPU impacting filters... read up on how that are ALL processed simultaneously to enable quick transitions between scenes. Use Scene Collections to break that up if Scene(s) have CPU/hardware resource impact and are NOT going to be used

Then, a network issue, so beyond the router reboot/reset (did you change WiFi SSIDs and password?), what network troubleshooting have you done?
tried streaming to alternate destination? - make sure issue not connection to your chosen provider?
What have you done for real-time monitoring of your WAN bandwidth usage? LAN bandwidth (not just your device)? check for unexpected traffic? make sure no one using WiFi that isn't supposed to? Another user LAN traffic?
check DNS response rates, check for latency and jitter?
 
If you're running windows 11 check to see when the last updates happened. KB074109 caused me some headaches a few days ago. Odd things on different pcs. Each one uninstalling, then hiding the update put things back to normal. Search and download wushowhide.diagcab.

1. The Hardware-accelerated GPU scheduling ("HAGS") feature in Windows is currently known to cause performance and issues with OBS. We recommend disabling it via these instructions as a troubleshooting step.
2. Audio buffering hit the maximum value. This can be an indicator of very high system load and may affect stream latency or cause individual audio sources to stop working. Keep an eye on CPU usage especially, and close background programs if needed. Occasionally, this can be caused by incorrect device timestamps. Restart OBS to reset buffering.

Source affected (potential cause): Prox Chat/Desktop/Discord
3. Browser hardware acceleration is currently disabled. Enabling acceleration is highly recommended due to the improvements to performance and significantly lower CPU usage for browser sources/docks. This can be enabled in Settings -> Advanced.
4. Multiple Game Capture sources are usually not needed, and can sometimes interfere with each other (scenes Lobby and Loading Raid). You can use the same Game Capture for all your games. If you change games often, try out the hotkey mode, which lets you press a key to select your active game. If you play games in fullscreen, use 'Capture any fullscreen application' mode.
5. Game, Window and Display Capture interfere with each other. 1 per scene (Recording).
6. Your provided log doesn't show any issues with the bitrate changing. You don't even have dynamic bitrate enabled. There were 2 lagged frames and 1 frame skipped for encoding lag but no change in bitrate.
7. Uncheck the box to ignore streaming service recommendations. You're not exceeding the 51000 kbps limit, 24000 is what they recommend for 1440p @60fps H.264 and YouTube is a premier sponsor.

Meant no disrespect and I appreciate you guys providing me the steps to troubleshoot it. I have been streaming on this setup and OBS settings for about a year now and never had problems with lag, bitrate, frame drops. I just found out that upload speed has been changed from 600 to about 35 yesterday and 89 today. Could this be an ISP problem? I done this speed test via speetest.net cmd and on the website itself. Now when I do a speed test on fast.com, it's 600 up and 600 down, could this be an issue on my ISP with non CDN servers?
