Question / Help need help with sustaining 60 fps

Reduce webcam resolution down to maybe 640x480 in OBS studio webcam capture, or unplug webcam.

In device manager, view device by connection. If both USB webcam and USB Elgato are in the same USB controller/hub, they may be fighting for bandwidth and may drop frames as a result.

ok im only seeing the webcam showing up in the device manager not sure where the elgato is showing up i change the res for the cam because i agree with that theres no point in having it set to 1080 especially since i have my obs set to 720 and the cam is only taking like 10-15 % of the screen

ok its seperated on the usb controller/hub im still getiting a little did in fps ill restart obs and see if it changes

What are you streaming from? If you notice frame drops through the Elgato pass-through, then that is a problem with where the video come from.

im streaming from ps4 pro to elgato hd60 and im watching the fps on the obs and it drops randomly to 45-50 but on the older version of obs i never saw it leave 60 and i use to stream at higher bit and res so thats why im a little confuse and its noticable on the stream when i see the drop

alright so its stable now thanks and ya i dont want to go back lol i like this one because theres some features i like better but anyways i think i got it where it needs to be its using less cpu and the fps are stable i didnt see it dip below 60 which is what i want but im going to mess with the presets a little to make it clearer without having to bump the bit rate since not everyone will be able to veiw it if i did i really appreicate the help guys

OBS Classic suffered from the same problem when you overloaded a system's USB controller. This is nothing specific to Studio and more likely a difference in video capture source settings between the two programs.
