Question / Help Need help with OBS and extremecap u3

Let me preface this with I am new to streaming. When I select the video capture card, then select the extremecap u3, I am not getting any signal. When I use RECentral (avermedia's streaming device), I get a signal

says my intel(r) usb 3.0 extensible host controller is up to date
