Question / Help Need help with my encode

Hello, I have a problem with OBS, as soon as I stream on rainbow 6 or H1z1, I have my encoding in overload and my stream freeze but not my game but what is strange is this:

I stream in x264 with an i5 4690k overclock at 4Ghz.
I have a graphics card MSI GTX 970 4G
16 GB of RAM
Motherboard : Asus Maximus Hero VI
I formatted windows 10 in full so I have only obs R6 and H1z1 + Google chrome
All my drivers are update
I tried with the 32-bit version and 64-bit obs
I have windows 10 64 bits

My settings on obs are:
Keyframe interval (0 or 2 I tried the 2), Cpu Usage preset Veryfast but I tried superfast Output -> x264, Rescale output 1280 * 720, CBR, Bitrate 1600 And ultrafast without success.

Video :
Base 1920 * 1080
Output 1280 * 720
Downscale filter: Lanczos but I tried Bicubic without success
FPS: 30

Advanced :
Process priority : Normal, I tried superior to normal and high but my game loses fps and freeze when I try high or above normal

My friend has a pc less powerful than me
The problem is that my friend stream also but did not have this problem with this config:

CPU: Intel Core i5 4590 3.3GHz
Motherboard: Asus H97-PLUS
G.Skill Kit Extreme3 4 * 4GB Sniper
Graphic: MSI GeForce GTX 970 GAMING 4G 4 GB

My friend streamed in 60 FPS while me in 30 encoding overloaded. I tried the same settings as my friend but without success, I lowered my resolution below 1280 * 720 but without success too.

Do you know where this might come from?

I tried the encoding quicksync or nvenc but my games lose fps and it is annoying when I stream, i need to stream with x264 like my friend.

Please help me guys i need really help ! I think it comes from windows 10 which takes me too much resources in the background please guys help me i need ur help realy

Check your CPU Usage through taskmanager at the peformance tab. Put game on foreground/stream in background and taskmanager on 2nd monitor if you have. Look how high the load is, and which process causing the overload.

Hi Oxize thx for ur answer.

It is my game r6s or h1z1 which takes the max of resources sometimes they go up to 85% of use of the processor it is not normal I think
