Question / Help Need help with encoder settings

Currently, when I make a local recording of some games, the game runs fine but the video file is practically unplayable. The audio plays fine, and during largely-static scenes, the video somewhat keeps up, but when motion is introduced the video freezes and the audio continues. When I stream, the stream also freezes repeatedly, but usually resumes after 10-15 seconds. I have looked at multiple guides on what settings I should use and none have helped.

I think, only scale down can help (slightly) or hardware upgrade. Look, there is https://obsproject.com/estimator , choose APU and read recommendations.
