Question / Help Need help with bad internet

So the wife and I stream to twitch using OBS studio.

The problem we constantly have is our ISP (charter) has terrible consistency. We'll start out the night at 4mb upload, and then randomly it'll just drop to 2mb, or even 200k, then bounce back, etc. Sometimes these fluctuations can last 15 mins and there's really no way for us to tell if its stopped except doing a speedtest, etc.

Right now I adjust the bitrate in the settings menu as soon as our followers alert us that we're buffering, but its really stupid that we have to do that, and charter basically has acknowledged the issue but won't fix it (we're still fighting that fight, its a node issue on their network)

I was wondering is there currently a way to get obs to dynamically adjust the bitrate, so that even if our internet drops to like 600k, it'll adjust it and the stream will just switch to lower quality for a while, then go back up?
