Need help with advanced windows settings and OBS

So I've tried OBS, SLOBS, Xsplit, VMIX, GameCaster, and twitch studio, on BOTH of my PC's, and i still have an issue with stutter. This is after years of OBS use with no issues
After building my new PC to try to fix the stutter issues, using none of the old parts, I am presented with the same stuttering issue
It occurs independent of games, it is not related to resource usage, temperature, network, hardware, encoder, obs settings etc. Log files are always clean, they show nothing.

I've narrowed it down to 2 things: Nvidia Drivers or Windows

I'm leaning more towards something with windows, but I'm not good with advanced settings, such as those in the registry etc. Can anyone help me narrow down what might be causing this, I have posted about it multiple times, I know others suffer from the same thing, and I just want to figure this out.

I know having a question asked when you asked a question is frustrating, but can you give us a few details of the stutter that you are seeing?
Is it a uniform stutter or a larger initial pause and then smaller stutters before it catches up?
Are you able to load a video of this stutter?
What all are you running while you are experiencing this?

What this sounds like not having seen any answers is a process kicking in and taking resources and/or overhead away.

there are some clips of it on my test profile, ThisIsJustATestProfile, its like frame doubling or a skip that turns into looking like 30fps most of the time. theres no desync per say, its never "catching up".

It is not an overhead issue, I've check that already. I've been working on this near 200 hours now over the last month. I've done things including

Also, The entire preview starts to stutter, not super severe at first but noticeable, and the stream will be fine for a minute or two, then will present the same as the preview. And it's the whole preview as composited, I tested this by sending it over ndi to a computer running obs on linux, where it presented the same as the preview.

Also, I found one streaming/recording program, in fact the only program, that doesn't exhibit the same behavior, and its called Mirillis Action, but its not an ideal solution as it's a pain in the ass and limited

tell me a troll but real questions
1. Can you post a log to show us the specific setup (with record session)
2. can you show a example of the related stutter (best if that from the log session)

I have the idear that this have nothing todo with the record, only with the source and the wrong understand of recording.
Many think the stutter is from record, by not seen it on display but it came from the source bouncing FPS.
i can be wrong but log with hardware setup can be clarify this situation

edit:yes i seen the twitch vod's but seen there no recording errors, thats why i wrote the above
