Question / Help Need help stream gets pixalted

I Have a NVIDIA GeForce GTX 1060 3G Intel Core i5‑7400 with an Elgato HD60 with a ping of 20 and download high 90s upload 20 I have the elgato setup to my PS4 and streaming at 720p 60 FPS when i moves left right up down stream gets really pixalted I changed my bitrate to try to make my stream less pixelated also tried x264 and NVENC pixelated but nothing works any help would help
