I could not figure out what form I should be asking this question to, so I chose this one. If I am wrong to ask this form or internet/stream quality help please redirect me to where I should be asking this.
Ok so now here's my problem:
Using twitch bandwidth test I was able to acive these speeds: https://i.imgur.com/3kE6WHw.png, they where all tested over 60 seconds. However in obs I cannot push higher then 2600 at maximum. However when pushing 2600, it is very unstable spiking to 3000 or 4000 then dropping to a couple hundred every so often. Yes I do have enforce bitrate enabled. I would be ok if I was only able to stream at 2600, however I can't even keep that stable. I attempted switching servers, same result.
system and internet connection info:
cpu: ryzen 5 2600
gpu: 1050ti
ram: 16gb ddr4 3200
Connection speed claims: 40mbps up, 4mbps down
Connected to internet using eithernet
Service provider: centry link
connected over dsl
Does anyone have any tips on how I should address this issue? Should I be calling up my isp?
Edit: included more info
