Question / Help Need help fixing pixelation in streams!

Hello, So I'm new to posting a thread on here and still have a newbie mindset when it comes to working with obs studio. My problem seems to arise when I try streaming or recording in OBS Studio. It looks fine on the program preview but when I look at the stream or view it later, its always pixelated and/or blurry. (Mainly during fast turns) however its almost always like this. I have a decent setup, my specs are as listed:

RAM: Corsair Ballistix 16GB. (4 sticks of 4GB - I originally had 8GB but upgraded to 16GB)

GPU: ASUS GeForce GTX 1060 6GB Overclocked
2nd GPU: EVGA GeForce GT 740 SuperClocked
Capture Card: Elgato HD60 Pro (Internal Capture Card)
Wireless Card: TP-Link TL-WDN4800 N900 Dual Band
(If it matters) - Cooling --> Corsair Hydro Series H100i V2

Preferably I would like to stream in 720p at 60FPS to Twitch. Any help is much appreciated!
Once again, most pixelation occurs in faster movements or random times where a 1/4 of the screen almost completely pixelates to white or black for a few seconds then returns to normal. A log file will be posted below, Thank You Much!

You are using the Nvidia h264 encoder? That might be the reason for pixelation. Or does it also happen with x264 via cpu?

I don't understand why there are Capture Card, monitor_capture, game_capture and another game_capture source all in one scene.

720p 60fps @4500kbit/s can look very pixelated, when you play Games with bright and highly detailed graphics and fast motion (ARK, Rocket League, PUBG etc.).

With NVENC it will look slightly worse than x264, but even with x264 medium preset you will see some pixelation in the mentions scenarios.

I am using NVENC or Nvidia h264 encoder, and I have all the captures in one scene so I can switch between my monitor or elgato fairly easy just by hiding whatever one I'm not using. Could this be worsening my results? and I will take a look at the video. Thanks for the feedback!
