Question / Help Need help at a loss

So Im a new streamer and everything was going great for about 2 weeks. I had no problems at all beautiful crisp stream and everything was great! Now these last 2 weeks have been hell when trying to stream. It started out with just one game now im having issues on every game I try to stream. They are choppy and laggy, the audio is fine just video.

My Current System Specs
Processor- Intel i7-7700k Kaby Lake
Video Card- EVGA Nividia Geforce GTX 980TI Superclocked
Motherboard- ASUS Maximus IX HERO ROG
RAM- 32 Gig of DDR4 Corsair RGB 3000 Mhz

I have uploaded and included the log file from today when i tried to stream.

I am in advance output mode with the following settings

Encoder- x264 with enforce streaming service encoder settings checked
Rescale output checked and set to 1280x720
Rate Control is set to CBR with a bitrate of 2500
Keyframe Interval is set to 2
CPU Usage preset is Fast
Profile is Main
Tune (None)
x264 options is blank.


Also want to mention I have been monitoring the usage of the processor ram and GPU

All are well within their normal operating ranges except for video card which sometimes peaks in low 90s but has since I installed it.

Quick side note. in the OBS log is says game mode for windows 10 is turned off but It is in fact turned on.

I have shut it off... has this been known to cause problems?

Yes. Windows 10's game mode prioritizes the game at the expense of EVERYTHING else on the system
