Question / Help Nearly No Fps While Obs Open

Like i said i nearly get no fps while obs open
i mean its like capped in 7 fps not more sometimes less most of the time stable in 7
im using an asusn56vz laptop if u want i can post my system but i know its surely enough for recording and playing
Also like i said im not getting this when im recording or streaming i get this when i open the obs

im searching for this problem but i cant find anything and i will continue for searching

Also some extra information:
My Xbox Dvr is disabled
And i get this problem in any game
Also i tried action! same things goes for that too
