Setting up NDI has always been problematic. Have used NDI for many years and every time there is an update everything breaks down and it takes days to make it work again. This time I tried OBS 31 and the newest NDI setup. (can't make v 29 work anymore). So far I spent 4 days getting absolutely nowhere. The closest I ever got to a working setup was when I tried to add an NDI source, there were none even OBS on other computers even Tools/NDI indicated everything else was ok. I could add NDI source but in the drop down there were only local sources. NDI tools showing that audio and video infact WERE transmitted so it seems to be OBS that don't get it.

This setup has always been fragile - does anybody have a working recipe?

I hear you... though not intentional, I'm feeling very fortunate that 4 years ago I decided on Panasonic PTZ cameras, and I use Panasonic's Virtual USB driver (make NDI cameras appear to operating system as locally attached USB cameras)...
It is unfortunate that NewTek doesn't work with OBS project to get NDI receiver working in OBS Studio in a way that works with a free, open-source project as native support would be really nice..

That said, my understanding of the current recommended approach (don't take my work for this) is
- NDI Tools installed at Operating System level, and configured appropriately...
- OBS Studio does not have a native NDI receiver... so you either need a plugin or something at operating system level that takes NDI video feed and makes it appear as video source OBS Studio will recognize
- adjust Operating System permissions to ensure OBS Studio can access the configured video feed (this often gets overlooked)

the steps after this depends on setup... which I haven't gotten into, sorry
