Alright I have a Acer Predator G1-710-70013 Desktop Computer - Intel Core i7 (7th Gen) i7-7700 3.60 GHz - 32 GB DDR4 SDRAM - 2 TB HDD - 512 GB SSD - 10 (UD.P01AA.573) as my gaming computer (I swear I didn't copy and paste that) and I wanna use my laptop as a dedicated streaming computer ASUS VivoBook X541UV 15.6" Gaming Laptop - Chocolate Black/Gold (i7-7500U/1TB HDD/8GB RAM)

I got the NDI part setup but the quality is just terrible the screen is so blurry and my stream is laggy and am not sure if its the way I have OBS setup or if its my laptop. I keep messing with the resolution and things because my main monitor on my predator is 1920x1080 but my asus laptop is 1366x768 anyways am I just wanna see if I can get some help with the lag and a less blurry stream. (I am new to OBS)

Make sure you have at least 1 GBit network bandwidth between your gaming PC and your streaming laptop. That means both must be connected via LAN and both the network interfaces of your computers as well as the corresponding LAN network interfaces of your router/switch must be at least 1 GBit. NDI requires more than 100 mbit. If in doubt: open Task Manager and look if the Ethernet throughput constantly goes over 100 MBit or is clamped to 100 MBit while transmitting video from your gaming PC to your streaming laptop.
