Question / Help NDI Question

I was told about NDI from a friend so I decided to give it a shot, I noticed however that when trying to change it down to slow or anything like that it only uses like 70-80% of the cpu but the stream gets really choppy. Like a slideshow.

I have to have it set to Faster for it to actually stop being super choppy. I Just don't get whats causing it? I'm not dropping frames, I have it set to 3500bitrate, CPU isn't being maxed out. Curious as to whats causing it.

Any ideas?
 
None of the settings in settings - output have any effect on NDI itself.
Only Settings - Video (resolution and framerate)
 
Okay, I guess if its not NDI what would cause OBS when streaming to make it super choppy but the preview window runs fine and no dropped frames or anything but on the stream itself it's super choppy unless on Faster? Anything slower then Faster causes massive choppiness.
